There are materia you can get to improve the charge, plus I think the game really wants you to swap party members constantly. It keeps enemies from attacking you as much, and it fills ATB of all party members faster.

I agree that the game doesn't make it clear enough. I tend to get an attack off and then switch, or switch to a character to avoid damage or block better. (also made sure I wasn't controlling the character casting spells, so they had a better change of working)

For me, I got in the habit of swapping to whichever had a weapon I needed to earn ability xp on - by the time I added the ability to my permanent roster, I had learned when it would be useful and when/why I'd want to swap over.

The game seems to want to be played that way, but they won't tell you, they just let you struggle and it's kind of weird. Didn't learn how to effectively stagger until the end of the game.

Basically, change whenever the boss is targeting your currently selected character/looking directly at them. The battle system is built around managing boss aggro and exploiting it.
