If you mute a person you follow, they will still show up when they @ you directly

The mute feature usually clears them from your main timeline but not a direct mention to you. So, that should do it.

Alternatively, you can try and teach the Twitter algorithm by selecting "Show less often" from the tweet menu in the top right corner of the tweet.

I think if someone you've muted @ s you, then you'll be given like a 'you've muted this person but do you want to see this tweet anyway?' thing. Best to test it with someone you know first.

Get them to include the hashtag
#GoingOnAndFuckingOn in every tweet that isn't an @ reply so you can mute that. - End of conversation
