I haven't played the game but from what I've seen, it looks like it lacks a specific tightly-focused identity that 2033 had. It's like they sacrificed the personality of the series to allow for a less linear campaign and wider variety of levels.

It's not easy to get the melancholy right with those games. The Irish type is slightly different from the post-soviet one. Maybe watch The Death of Stalin (on amazon). It's a good movie and gets atmosphere mostly right. Also The Twelve Chairs by Mel Brooks.
