Why don’t people submit spec scripts anymore? I like to see writers who can adapt their great voice to a great show and succeed. That’s so much part of the job as a writer.

Normally would agree about spec work. But for TV, spec scripts are just writing samples to demonstrate adaptability. When you submit spec scripts, they legally have to be for shows that are *not* the show you're applying for, so showrunners don't use your work without paying you.

People don’t submit specs because pretty much all the contests and fellowships ask for originals now :(

The perception I've heard is that it doesn't get your foot in the door anymore- that studios want to see pilot scripts. (And yeah, the "want to get paid" issue.)
