This is ridiculous. Make it universal and tax back next year for higher AGI at the clawback rate you want. This doesn’t exclude anyone who needs it then.
Manchin is flat out wrong. FDR "Gave em a job" because there was a) *vast* amounts of infrastructure that could be built and b) NOT A DAMN PANDEMIC HAPPENING.
All Manchin is doing is reinforcing the lie that only people who sell their labor to others have worth.
So what Manchin is saying is that policies should not be adjusted even though FDR's new deal was 90 years ago... talk about living in the past. Jobs are not the solution while we are in the middle of a pandemic. People need direct relief now
