I just walked OFW between Sunset Ave. and border of Santa Monica. There are tents lining the boardwalk and also several out on the sand. Some “tents” are over 30 feet long. Your outreach doesn’t seem to have made it North yet.

That’s the epicenter of the problem. Many there will reject housing so it’s going to take a multi-tiered approach including enforcement if they don’t take available housing.
