Feel like a party pooper for asking, but was this tested with bookmarks & menu toolbars enabled? Tested hangers?

Only the default state, so no bookmarks toolbar or menu toolbar (though thankfully, reflows in bookmarks toolbar were also removed). We're aware of some edge-cases where re-sizing will still cause layout flushes. When there's a modal dialog open in a tab, for example.
