This might be a factor, but note that eg Australia's culture is quite close: https://www.theguardian.com/australia-news/2020/nov/03/more-than-400-people-arrested-at-anti-lockdown-protest-in-melbourne … By framing elimination as civil solidarity & (by now) having examples that it returns liberties the fastest "loose" cultures can beat the virus too.

Yes. But it really seems to depend on the dynamics of a particular loose culture, and the leadership. Some loose cultures have a more egalitarian streak, where others really emphasize the power of the individual to stick out and do what they want.pic.twitter.com/C7ha7uaKYR
