1) DO has datacenters in Amsterdam and Frankfurt. 2) The issues around Schrems II and the end of the privacy shield have more to do with the will of the US to spy on other countries (CLOUD Act, FISA 702, Exec order 12333, PRISM, 5 eyes, Snowden revelations, etc.) than the EU.

I’m not trying to debate the policy issues. But I have a handful of EU friends who had to spend days migrating their servers when that ruling came down. Regardless of the overriding policy issues; it gives North American startups an edge.
