The number of people who think GDPR doesn't apply to them because they – as the site operator – don't live in the EU or UK is truly astounding. It applies to you if you have even one user in the the areas the law covers. Same goes for the CCPA. Don't like it? Tough shit.
From an EU perspective that might make sense, but is this even enforceable? (Also, how does this fit into existing free trade agreements?) 1) Yes it is enforceable 2) Free trade arguments are irrelevant here 3) It's not the "EU" which enforces it, it's DPAs in the member state where the user files their issue

4) If, to use the example in that screencap, it was the ICO dealing with the enforcement action, then the company processing UK user data would have been expected to be registered with them as a data processor. Again - if you don't respect domestic laws, don't do business there.

5) If, to use the example in that screencap, the ICO was not legally established as the lead supervisory authority of the company processing user data, they would have been obliged to define and be registered with one for their EU DP operations. IE, FR, DE, whoever. Repeat.
