You can't "create" a need. You can only respond to a need that's already present in the market. The products we create are a response to current demand.

I believe "creating need" is loosely used. It's more of making people realize they need that product, making people feel they will be better off using your new product. Sometimes people are not aware that something can be made better, or they have specific gap in their lives.

also sometimes the need is not what your product is solving. The need might the sense of attachment to specific group or social class, and your product helps achieving that. So it's shifting the need to your product.
