Using the dmca system for anything other than copyright claims is a false use of dmca, which is illegal.

Reporting a video isn't illegal last I checked. However, if

Didn't see that on my end. Regardless, like I said, YouTube makes you agree that the claim is legit before you can even send it. By checking that checkbox, you're agree to a legal contract. Breaking said contract by making a false claim is perjury. That's not opinion. It's fact.
