in order to end homelessness, the city government needs to form a strategy and manage it, with the entire budget, centrally. a good place to start is more temporary shelter. once we have (safe, clean) shelter, we can talk about rehousing.

I've never understood how intelligent, presumably numerate people can't see that dividing the number of homeless by the amount of money spent is completely asinine.

The homeless population has basically stayed the same over the past decade while housing prices have doubled. I wonder how that happened? And someone should definitely relay your suggestion about centralizing services to Jeff Kositsky (http://hsh.sfgov.org/overview/leadership/ …)

This is a failure by NIMBY's and the Bay Area g'ment failing to address housing. Plenty of land to build and plenty of capital to build houses. G'ment should focus on transportation and infrastructure to support growth. Or hard line stance and say "no more, go elsewhere".
