Yes. Gov needs to skim transfers somewhere though, and I’d much rather them seize all inheritance than any income.

the government doesn’t need to do anything. it doesn’t even need to exist. but we’re talking about capitalism, not government. and if you want to take peoples’ property - regardless of whether this is desirable - you’ll have to call it something else.
