I'd say no. But written language would count. Here's the rub... technology is human creativity manifested into the material. Hence my argument they are orthogonal. We can't know an experiment where technological advancement freezes. At least not so far

Sure, if technology lets you do more with less then language let people communicate more effectively in less time. Writing was also a technology at one point (and, as many have pointed out, Socrates famously denounced this technology so he was a Luddite before that was a term!)
