physics people: with relativity, does time run faster at the galaxy's edge, and wouldn't this screw with fermi's paradox (less chance e.t.)?

@micsolana I'm sure that relative velocities of other galaxies wildly differ but perhaps neutral on avg? Expansion of space is confusing.
