This is a tough one to parse for a non-native speaker, so I can be forgiving. But as unexpected as it may seem, the word “inequitable” there modifies the word “teaching” not the word “math”. I don’t even agree that it is inequitable but thought I’d help a fellow ESL person out.

It does specify the teaching of math and not just math itself. The extent of math to one person could be multiplication while others could be calculus/derivatives from the teaching, opportunities to be taught, willingness to learn.

And to your point, inequality discussion seems to focus on the “unequal opportunities” instead of the unequal willingness to learn.
