yeah it’s a distortion but also the whole headline is factually true
headline clearly frames the story as musk asking to give money, rather than musk's critique of the apparatus asking for money, which, separate from what you think about musk or the UN, is obviously a distortion of what happened

yes this is how propaganda often works - 'doordash fires all employees attempting to unionize' (10 such employees of 2000 laid off); "netflix employees say" (5 of 10,000); 4,000 lyft assaults (of 400 million, also assaults are down) etc. etc. etc.
