Paying the tax could be a stretch. I make less than $50k at my job, but my investments have gained $100k this year. The only way I could pay would be to sell them.

I'm convinced this is primarily an attempt to deflate asset prices without having to raise interest rates. They would have had an easier sell with an across the board "wealth tax" where accounts with more than X dollars in them get taxed instead of this drunken nonsense.
