One thing you notice if you walk around SF is how many people's garages are filled with crap and not a car. You should have to pay some large fine for this! (I don't think it would help much but it would be satisfying.)

No, if you don't own a car then it wouldn't apply. Get rid of your car, ditch the fee.
if this is a housing thing i think our efforts would be better served if we focussed on getting rid of the regulations that prohibit density, and replacing the anti-housing politicians on the board of supervisors
