i don’t understand. is the idea here we’re supposed to trust the chinese government? consumption *increased* this year. they’re burning half the world’s coal and producing a third of global emissions.

These border adjustment systems for carbon intensity are reasonably straightforward for raw commodities, but they get extraordinarily complex for manufactured items with global supply chains sourcing components from multiple countries. EU has put a lot of research into this.
