They can also extend the lifespan of Diablo if they choose to do so. Might cost less than any potential penalties. But don’t be surprised if they go beg the state for money. That was the recent playbook for a nuclear plant operator IL.

We will see what happens with Diablo; but more broadly there are a lot of existing US nuclear plants at risk of closure. The design of CEPP distinctly disfavors a large year-over-year decline in clean energy generation (which shutting down nuclear plants tends to result in).
