The assessment comes from http://covidactnow.org , which is a non-governmental non-profit org. Hospitalizations are going up. Deaths lag cases and hospitalizations. COVID act now does take vaccination %-age into account when assessing risk levels.

It appears that there’s been a divergence between hospitalizations and deaths this time around, most likely given improvements in medical care, causing delayed or decreased deaths. However it still doesn’t invalidate the observation of increased hospitalizations.
