ironically, no experience more greatly shifted me away from libertarianism than living in san francisco, a city ostensibly obsessed with public services and yet, despite an historic budget, almost no functioning public services. these days i just want things to work.

Can libertarians solve SF's public services issues better? I think he's saying even the few working services they have wouldn't exist...

They wouldn't be charged for non working services. Zoning law wouldn't be inflating housing prices out of the reach of the normal people. People could afford a roof, and even some walls.
