Boring but: Maybe military ppl don't want to be seen as dumb for seeing something they can't explain, so they don't report possible foreign spy drones enough. So gov has to literally to psyop *everyone* into giving a shit so the troops finally report sightings they can't explain.

just imagine US spy drone people probably test their drones by sending them over other US bases and doing weird stuff, flashing lights, crazy patterns hoping for a funny report and then the other base never reports anything. And then they go "oh shit what else don't they notice"

Much earlier than 2017, such as Project Blue Book. Main problem is fragmented coverage plus reinvention of earlier material. Again and again. A sighting, photographed by thousands, would be more meaningful.
