I think cities need to be stricter about helping the homeless that are true residents vs those that come from elsewhere. No city has the resources to help homeless from all over the country/state

Yeah it's a lot of money and wet need to spend it better. But banning tents doesn't solve the fundamental issue: there are 3,000 shelter beds in SF for 10,000 homeless people. We need to build shelters immediately.
