It is not because of planned obsolescence... Low power mode reduces the functionality of the phone, so that‘s why it‘s not default. If it were the default, people would be angry that their phones were being throttled (in fact, when Apple did throttle phones, people got very mad).

Also why does it switch out of low power mode when you charge it? I would like that to be a setting that just _sticks_.

Low power mode = your photos don't upload to icloud automatically. It's a big deal IMO.
