As someone who has spent significant time for work in D.C. visiting the Senate & Congress I would say this is actually extremely easy. Most entrances have around 2-3 police running the metal detectors. Sending out armed capital police would simply escalate the current situation

Point being, unless riot police & the National Guard were called in to manage the situation the Capital Police are not really designed to handle this type of situation. The downside of an open Government.
