Of course it does. If burglary = no punishment or burglary = 6 months in prison then potential burglars will have very different incentives and actions

Generally disagree. The US system's biggest flaw is that we let so much go unpunished and then when we do punish it is for too long. Focus should be on higher clearance rates and shorter sentences.

I don't see how "setting longer sentences" is incompatible with "enforce the law in a higher percentage of incidents." Burglary should be a couple of years, and it should be enforced as much of the time as is feasible.
