building on Mars makes less sense than building a functional city in the deepest ocean in international waters.

We should! But ocean first. Less upside but provides faster buffer against species annihilation and totalitarianism. Totally coincidentally I'm watching "The Spy Who Loved Me" right now which has zero bearing on my well thought out opinion.

If your undersea city is a political threat to the established order, it will be shattered by mysterious explosions delivered by one of the many killer-leviathans that prowl beneath the waves. You'll have to avoid pissing off Russia, China, and the US, minimum.
