I'm not actually convinced the people fleeing will be voting for California-style policies, as I'm not convinced many people in tech were ever voting to begin with (a major part of the problem).

I think you need to consider the political backlash of the times. Cuomo/De Blasio were pummeled for their support of HQ2, despite likelihood of outsized economic impact. The tech sector was championed as an opportunity for the working class in NYC, and that’s all but disappeared.
