you really think this is entirely about culture? come on man (also a lot of IPOs about to happen)
the state just tried to shut down uber, lyft, and every app-based delivery company in california. it is increasingly not possible to do business here. taxes are obviously an incentive, but they're also a signal. texas and florida are not hostile to the industry.
