It's a city charter amendment, which must go to a public vote. The signature requirements are very high (10% of registered voters aka 50k sigs + margin for invalid sigs) or six supes can put it on the ballot. Basically impossible with the current BOS. Need ~$500k to collect sigs.

Then, of course, it must also get 50% + 1 in the election.

Most supes will oppose getting rid of it. It's perverse but having it lets them grant favors for their patrons and frustrate their opponents. Without it, how will they lord over their fiefdoms?
