The metro population of Huston is 7 million. That of Paris is 12 million. Lagos with 20 million is a better comparison. I would agree population isn't the only variable. But we're not just talking population we're talking wealth and industry on an unseen scale. And innovation.

China has all that. Shenzen is ~12MM people. Even third tier cities in china have vast malls with electronic equipment at wholesale prices. There are hundreds of thousands of Chinese factory owners who run little experiments to expand their product lines daily.

Now imagine if bay area made an effort to accommodate everyone who wanted to move there. It could be much larger scale than it is. The fact that it's only 10th reflects its missteps.
