      did you read the story? seems he issued orders that simply weren’t followed. nothing in the piece concerning chain of command as far as i can tell.

          well it says this guy Jeffrey was "special envoy in the counter-ISIS fight." I had never heard of a State Dept. official having responsibility for deciding or reporting on regional troop levels, maybe this is a thing, idk?

          I would look to see what orders the SECDEF gave the COCOM commander and what the President approved. My guess is what the President approved left room for interpretation in execution, or didn't state what he wanted. I don't think this is generals acting unilaterally.
