Props change the constitution so you can do more or less anything. Setting rates in the constitution is a terrible idea, but you could do it.

A better policy might be a provision making increases net-neutral for a period (state transfers to localities decrease), creating a state-level surplus. We would de facto get more local control (yay) and what to do w/ the state surplus would be an election issue.
