My next door neighbor has paid less in total property tax since 1965 until today than I pay in a single year. In a sane society, we'd at least subsidize based on need instead of based on owners' age. Or even accrue tax increases against the value upon sale instead of giveaways.
we have the highest tax burden of any state, so i understand the pro-13 impulse, but it has just been, in practice, a total nightmare of perverse second order effects
Or the lowest tax burden if your assets are in real estate with old enough assessments.
I still think the obvious Prop 15 replacement would be been to lower the income tax even somewhat proportionally. That should be super popular
