That’s right. Prop 13 makes real estate markets far less liquid, presents a major hurdle to new home buyers, and contributed to massive swings in CA tax revenues.

@DavidSacks point was that larger reform is needed not chipping away from Prop 13. Prop 15 was targeted at commercial landlords which means passed directly on businesses which in turn pass it on customers who are already hurting because of Prop 13. -
Prop 15 did start to address the inequities of Prop 13 tho There is no model showing that marking CRE to market for taxation (as occurs in some states) would increase rents - costs aren’t driving market px in a commoditized market. People tend to talk their book

Prop 13 is the reason my mother gave up being a public school teacher in Fremont. It was simply too gutting to the poorer communities after a decade.

Prop 13 sucks, no question. But getting rid of 13 should be tied to sweeping tax reform in the state. If not, not taxes will just go up dramatically across the board.
