"if we have signals that a piece of content is false" is the apparent standard. similar to why courts grant preliminary injunctions--if fb thought it was 1) likely the story would not survive fact checking 2) distribution in the intervening time would disseminate misinformation, why not act on that likelihood? though this reasoning should be made explicit.
