The key problem with the government of San Francisco is that you can't just vote it out. I mean you can, but only if you have a way to organize voters. The key failure of techies has been a failure to vote together for former techies aiming at local government.

Watched the Star Trek movie where a giant spacecraft crashes into San Francisco. No police, fire, military response so it's left to Spock to chase down the bad guy on foot. SF government, as dysfunctional and lacking centuries in the future as it is today
