Troop withdrawals are planned years in advance so he doesn’t deserve all the credit (ie troops from Germany to Poland) but he is distinctively resistant to more war and has done well here. Military guides presidents moreso

Other metrics are required though, too. Drone strikes, civilian casualties, military budget, number of overseas operations, changes to peace agreements... some has reduced some he’s greatly increased. Short answer: he is not.
