I see a lot of parallels between SF now and NYC of the 80s/90s. And a popular right-wing bogeyman is exactly what fixed NYC at the time. The irony of those sorts of policies being what SF needs now is almost too much.

My understanding is that under Gov Reagan, mental institutions were closed in part because attitudes & laws around institutionalizing the mentally ill changed in the 60s. If the hospitals were emptying out, what would be the point of paying to keep them open?

The two greatest attractors to homeless people are weather & wealth, both of which CA has in abundance. I understand homelessness is icky but we should probably try to find solutions that don't involve locking people up for being poor.
