      one legislature actually passes bills, however incremental, the other used to be considered the greatest deliberative body in the world but now is run by leadership that very intentionally wants it to do nothing.

      In all seriousness, dis-enfranchising majorities, and forcing unpopular policies on them, usually backfires. Persuasion is more challenging, and less satisfying, but economically more efficient.

          I’m well aware. But as I’m sure you are equally well aware, the Senate & President are not representative of the population. The greater the divergence of policy from the majority population, the greater the inefficiencies.

          A modern, diverse, majority urban country with the world's largest economy should definitely grant majority power to representatives of its least populous, least diverse, rural states because of how government was designed 250 years ago. That makes sense.
