Why not both? Instead of getting paid, drivers give customers food for free, then immediately turn around and "rob" them. If it's less than $1k at a time it's a misdemeanor and won't get prosecuted. I'm sure there's lawyer out there dedicated enough to make it work.

Wage theft is a real thing. IDK if it's changed recently but in Florida there was one overloaded court that sat for one day a month on employers stealing wages from employees. Crickets. Employees stealing from employers: police cars, sirens, TV news, jail.
