to be clear, there are a handful of problem countries, including russia. but china is absolutely notorious in this regard.
They have been copying Western tech for 40 years and still have barely improved it. When the Japanese copied the ICE engine, they improved upon it tremendously.
What they say in public about a country they want to do business with vs. what they do behind the scenes probably aren't the same.
Easier to talk about Russia, because it's a much smaller and less attractive market though.
