why on earth would any rational person try to start a company in a city run by people who seem opposed at every level to the concept of starting companies, and who are willing to legislate along these ideological lines

because the world's most ambitious techno optimists are concentrated in 50 sq mi right here still no better place to start a company despite the local govs best efforts
