Population density in the US is far lower than western Europe
and the population density of south korea is far higher than both. just one aspect of this.

Normalising the data by "cases per million" is a rather meaningless metric

Especially across an entire country. Comparisons of cases per million within individual cities would give you a far more accurate picture
