I'm a bit shocked that the US public is not familiar with the concept of the state monopoly on violence. The goal is not to use state violence, but to back up the threat well enough to prevent civil violence. Civilization can only emerge once individual violence is off the table.

Nah man, you’re missing the point. It’s not about monopoly on the use of violence; it’s about disproportionate use of violence by the police. We understand the need for protection by the state - but maybe we don’t need rogue police forces inflicting needless violence on citizens.
