parents seem understandably concerned with where to put their kids while they're working, but no one seems particularly worried their kids are falling behind academically. seems to imply... we all know they're not actually missing much?

It could be that parents with kids specifically in the learning-to-read years should be pretty worried, because not learning to read in those years will put their kids behind, but for other age groups play/experimenting at home is as valuable on the margin as formal schooling?

Right but that would count as her being “worried about you falling behind” right? Time spent teaching you how to read is time not spent working. Parents of kids at that age who only focus on where to put them, and not on teaching them to read, will have kids who can’t read.
