belief that a "philosophy of keeping it small dominates our political culture" is a characterization of very far left people on twitter. america obviously subscribes to no such philosophy.

It can't be such a "disaster state" as you described it if that "disaster state" has managed to cultivate and sustain the #1 largest state economy in the U.S. and the 5th largest economy in the world.

Fedgov has a bigger budget and employs more people than almost any other organization on earth, spends trillions of dollars and controls millions of square miles of land, with law codes that no person can read in a lifetime full of unaccountable war criminals but it's "too small"
